Immediately on completing the identification of all the Capabilities for the Strategic Goals, we are asked which Capabilities are more important than others, as there is a natural tendency to think ahead to a programme to fully uplift all the capabilities.
Which are more important? Which ones should we tackle first?
We consistently reinforce the unique attribute of PLOT is that it has an embedded data model. So we have captured the relationship between Capabilities and Goals.
The Capability vs Lever Matrix is a simple grid that helps you understand and further investigate the importance of Capabilities.
The matrix has the levers as the columns and the capabilities as the rows. We score the impact of a capability on a lever on a nil,1, 3 and 9 scale. That is to say where a capability has a direct and causal link to a lever it is scored automatically by PLOT as a 9. Blank, indicating no linkage between the capability and the lever; one showing a slight direct link between capability and lever; and 3 being a moderate link between capability and lever.

On the RHS of the screen there are two additional columns that are the summation of the row values and the ranking that the capability has from a row total point of view. The capability or capabilities ranked 1 are those that have greatest impact in impacting the goals, and so on. This might help you think through the importance of each capability when it comes to execution. It also is revealing when people are urging investment in one capability only for it to be ranked lower in PLOT after this rigorous analysis.
